Army-navy Tickets For Veterans - There are 3 different Disney military discounts that we will discuss here. Each has its own preferences and identity rules. This is:
100% service connected disabled with their military ID, DD Form 1173 or DD Form 2765.

Male (Not Civil Service or Contract) in Membership. Please note that Disney's Salute to the Armed Forces benefit is for members only. Although couples can use their members' benefits, they do not need benefits themselves. They only use discounts instead of memberships. Untrustworthy things (children) are useless.
Army Navy Mobile Ticketing
Eligible for US-based foreign/coalition partners. They must have a valid Military ID (CAC card with blue stripe).
Below is a chart showing the credentials accepted by Disney for the Disney Armed Forces Salute. This can be used to determine eligibility for WDW special party tickets (Halloween and Christmas).
All of the above can use ticket database offices, starting in 2020, the John McCain Defense Authorization Act or the Purple Heart and Disabled Veteran's Equal Access Act. This opens up the need to use ticket database offices and several MWR functions:
HEC H623A certification will be accepted in lieu of VHIC for veterans placed in health care group 8H.

The VHIC must show the veteran's correct status (ie, RED HEART, VETERAN, or SERVICE RELATED). Note: VHIC cards are issued to veterans enrolled in a VA health care facility. For information on VHIC eligibility and the application process: https://www.va.gov/healthbenefits/vhic/.

Regarding the new white IDs issued instead of different colors, Disney:
Issuing a Next Generation Uniformed Services ID does not require your ability to purchase or use promotional theme park tickets as a 100% disabled veteran. As these tickets are pre-purchased, they will confirm your admission at MWR or the online box office. Then, when you purchase your tickets at the Walt Disney World Resort Guest Relations window, you'll show your valid and active military ID. I checked with a cast member and he confirmed that you have a military ID and that it is you.
Veteran Military Discounts For Theme Parks Tickets
The main problem with this is that they don't have a DAVPRM for 100% service permanently disabled vets. Disney's response was nonsensical.
